我满以为他会露出为难之色,推说自己只是总税务司、无权干预各国外交之类,没想到他竟答应得相当痛快。“I’ll contact them immediately.”他说,“However,I'm not sure if they'll listen to me.After all, I’m just an employee of your government.”(“我会马上去联络他们。但我不确定他们是否会听我的。毕竟我只是你们政府的雇员。”)
“Of course they will listen.”我说,“Don't underestimate your influence.”(“他们当然会听。请不要低估了你的影响力。”)
这当然是一句马屁,不过让我没想到的是,赫德居然把这句马屁拍了回来:“My influence is built on your prestige,Your Majesty.”他说,“You are the legitimate leader of China,no one can question that.”(“我的影响力是建立在您的威望之上的,陛下。您是大清的合法元首,没人能质疑这一点。”)
那既然如此,我也就不必再客气。“Please inform those companies who want to invest in China.”我说,“They are welcomed if they pay value-added tax or business tax fully.”(“请告诉那些愿意来华投资的企业。我们欢迎他们,只要他们足额缴纳增值税或营业税。”)
赫德愣了。“Your Majesty. I think you just said you will provide tax incentives.”他说。(“陛下,我认为您刚才说过您会给予他们税收优惠。”)
“I did.”我承认道,“I'm just emphasizing our sovereignty of taxation.”(“我是说了我会给予优惠。我只是强调我们的税收主权。”)
赫德惊讶地看着我。“As you see,we had lost our tariff sovereignty.”我继续说,“Could you take a country without tariff sovereignty as a sovereign power?”(“如你所见,我们已经失去了关税主权。你会管一个没有关税主权的国家叫主权国家吗?”)
“I…don't know how to say…”赫德张口结舌,似乎完全搞不清楚我的意图,“Those are all stipulated in our treaties…”(“我不知道该怎么说……但那都是我们之间的条约规定的……”)
“I know.”我赶紧说,“We have no intention of changing the current situation. We just don't want to lose more.”(“我知道。我们无意改变既定格局,我们只是不想失去更多权利了。”)
